Service Level 3 (Metered pressured water connection with water-borne sanitation to each property)


This service level consists of metered pressured water connection to each stand or erf that can legally be connected by the developer/owner to any private plumbing fixtures located on the property.

Also provided is a conventional water borne sewage network with individual sewer connections to each erf.

The owner/occupier is billed for water consumed and sewage discharged in accordance with standard practice and the approved tariff structure.

Maintenance of all piping and plumbing fixtures located downstream of the municipal water meter and upstream of the municipal sewer connection remains the responsibility of the owner, whilst all other water and sewer infrastructure is maintained by the service provider, in this case: Johannesburg Water.

This service level would typically be provided to all formal private housing developments constructed on proclaimed even. 

Service Level 1 (Communal water point with VIP toilet)




This service level consists of communal water points located within 200 meters of each other(minimum RDP standards) with a ventilated improved pit(VIP) latrine provided for each household.

No water and no waterborne sewer connection is provided to each individual property. This service level is intended as the preferred option for all informal settlements that are planned to be relocated to more formal developments sometime in the future. This level of service is provided free of charge by Johannesburg Water with maintenance of provided infrastructure also by Johannesburg Water.
